These kings and their court were not skilled rulers as much as they were a group of powerful dictators who didn't care much for their people and were unable to compromise. They had no idea about how to motivate workers with incentives and they responded in a simple way that imprisoned those who questioned their tyrannical rule. As they sat on their conceited thrones they passed out laws and made decisions as if they weren't going to hurt anyone. It is ridiculous to send workers to jail when their is a shortage of them. I can't imagine they thought before making a ruling.
