I think "liars" were able to give pardons because the Narrator obviously finds the idea of someone buying God's love and forgiveness to be something completely ridiculous, if not utterly obscene. I think one of the Narrator's main points is that virtue is NOT something that at all can be purchased. The Narrator is very opposed to the new monetary system, and makes no bones about expressing the idea that this system is likely to lead to some sort of damnation or another.
As far as Lady Fee is concerned, according to certain views of the Bible, all sin started with a woman. Would it not be appropriate for the Narrator to equivocate this idea with all sin starting with money, and make "money" a woman? It's sexist, I know, and I don't like it either, but in a twisted sort of way, it makes sense.
