Based on what I understood from the readings we were assigned in class for next week, I think techniques would mean the way the teacher presents his/her material(s) to the students, while excercises are means by which the teacher and the students interact to enhance the students' understanding of the information they have received from the teacher. Exercises could also be tools for testing the students' level of comprehension....If I am wrong would somebody care to correct me, and if my information is lacking would somebody please add to it.
