I agree with you that exercises can be used to test comprehension of grammatical structures. For example, if you are teaching prepositions to ESL students, you could ask them to explain the difference between in and on and prepare a series of exercises to test their comprehension: The book is _____the desk. There is a chair _________ my room. That beautiful picture is ____ the wall. You could also do a series of exercises on sentence combining, etc.
