You are correct in stating that most learner errors are developmental errors. However, some do show evidence of negative transfer, especially at the phonological level. This happens to me a lot. I do transfer my L1 settings to the L2 communicative situation. For example, I have been criticized for failing to pronounce "didn't" as two syllables. I would usually pronounce it as one syllable, following Spanish L1 phonological rules. Now I am quite aware of it and sometimes exaggerate my pronunciation. Bummer!
