License all teachers, Riley says
Education Secretary Richard Riley today will call for a uniform licensing system as part of a drive to raise the quality of teachers nationwide. Riley's plan, to be delivered at California State University, Long Beach in his annual State of Education speech, would tie pay to knowledge and skill. It would also let teachers carry certification from state to state. Riley will propose a state-operated, three-step program: An Initial License for up to three years for new teachers; a Professional License, available to new teachers who meet state standards; and an Advanced License. States and districts would determine teacher salaries based on the type of license, years of teaching experience, and demonstrated knowledge and skills valued by the district.
