I share your concerns. I always wonder what's in the minds of bureaucrats. It seems that there is a teacher-bashing movement in many states. For example, there are legislators in NJ who would like to see the tenure system disappear. Over our dead bodies! Just remember that everything is political.
Dedicated teachers do go on for further schooling or attend workshops to keep up with new theories. They also keep themselves up to date with respect to emerging technologies and methods of teaching.
