It's a subculture and a type of literacy that operates as a transcience and transcendental force associated with the control and manipulation of reality. Case, the main character in Neuromancer, is a tough as nails, postmodern computer cowboy-detective hero. Cyberpunk evolved around the writings of William Gibson, a prolific science fiction writer. I would say it is still pretty much an epic of postmodern capitalism.
